US policy in Southeast Asia: Fortifying the Foundation
A Report and recommendations from the SEA in the 21st Century
Issues and options for the Us policy initiatives.

The Stanley Foundation,2003 -2005

Recommendations

  • Create the ribbon national comission on visa policy to assess the impact that post 9/11 changes in visa regulations have had on relations with the muslim world.
  • Provide training to transportation security administration workers and other port of entry official on Islamic culture and muslim world.
  • Include a broder spectrum of southeast asian muslims in public diplomacy initiatives.
  • Promote dialogue between american muslim intellectuals and their southeast asian counterparts.
  • Facilitate intra musim networks and dialoques in southest asia behind the scenes.

Assistance will be channeled through respected NGOs

  • Link counter terrorism and democracy promotion efforts in US policy in southeast Asia.
  • Continue to make distinctions between international and local conflicts.
  • Take southeast asian concerns about the development “root causes “ of terrorism more to heart in US policy.
  • Consider the impact on osutheast asian muslims view of US actions in other areas of the Islamic world.
  • Help increase the odd that Indonesia democracy will succeed.

China treat to US policy

  • China close realtionship with asean
  • Trade is ascalating close to US.

To balance China to the region and protecting US interest;

  • Avoid making SEA choose between Washington and Beijing
  • Support economic intergration in SEA by accelerating trade policies in the region.
  • Support SEA in developing stronger financial infrastructure to help cushion the region in the event of currency crisis.
  • Shore up bilateral ties with SEA poorers countries to help them avoid becoming overly dependent upon a single power.
  • Consider tringular cooperation among SEA, US and China to address transnational threats to the region.
  • Take more active role in subregional projects in SEA development program.
  • Make the most of US administration and diplomatics visits to the region.
US and ASEAN

  • Position US Embassy at large for Asean.
  • US –Asean Summit.
  • ARF separate with Asean.
  • ZOPFAN ( Zone of Peace, Freedom and Neurality) dialoque.
  • Cultivate realtions with the younger Asean generations through educational initiatives and leadership exchange.
  • Create Asean Lobby to help educate Congress on US asean policy issues.
